tell him how you feel. and if he doesn't feel the same than he's not for you. a woman shouldn't wait on a man when it comes to relationships.

That usually helps, but if he still chooses to avoid the whole dating to a relationship thing then it's usually because sub-consciously he doesn't want to be in a relationship with you.
