Except the Islamic countries already mentioned here, there is nowhere outside those US states where it's at all controversial. Even in countries with state (Christian) religions like the UK.
Sadly, there are US led evangelicals trying to change that. They are like a plague moving across Europe. In some places they are gaining some ground too.

It's illegal in some Muslim theocracies.
In just about any liberal arts college these days. To admit genetics matters is to commit heresy. When is the last time you picked up a book on political science and saw an explanation for something based on biological differences?
Islamic theocracies. I can't think of anywhere else.
