My dear friend quack is whack were discussing something similar to this last night actually.
I imagine that if a large, powerful, post-colonial country such as the US, Britain, or France decided that they wanted to subjugate a smaller third or second world country, they would loan said smaller country a ton of money on the condition that said smaller country could not subsidize their own farmers and therefore would be dependent on the larger country for food.
That's just my guess though.
