Some women have a hard time expressing this. Especially if it is early in the relationship. They may not be sure how they really feel, or if you are only saying this to her to get in her pants.
I would ask her. "I have noticed you only say I love you when I say it first? I was just wondering why you don't ever say it first? Are you worried I wont say it back?"

Everybody expresses their love differently, so what you may feel is showing love someone else may not. Before making any major decisions try sitting down and talking to her about it.
