Start off small, and build yourself up. Write a journal, or keep scribbling stuff down if you don't want to be so systematic about it - poems, thoughts, and ideas as they come.
I think you know deep down if you have some writing talent. It will come out if you keep picking up a pen when you have an idea.
Try out a creative writing class near you. I found the one that I tried out to be helpful to me, and it was also nice to share ideas with other people.
Keep reading. Whatever you like, keep reading. History, literature, obscure stuff, mainstream, whatever. It can all help with sparking off ideas in your head, and give you an idea about what kind of writing you would like to get into.
