Homeowners Associations can enforce rules and regulations on association property. In some communities, the associations still control the "streets" and in some the associations turn the "streets" over to the towns or counties. If the association gives up control of a street then they no longer can regulate what is on the street. Call your county up and find out if the association has any control over the street or if the county does? A homeowner's association is usually established by the Deed to your property - and they can make and pass bylaws which can change over the years - so Homeowners Associations can enforce rules and regulations on private property.
