Merit first, maybe a little for senority, if cost of living is a factor that should have been knowh at the hire on date and apply to all in the area. The thing wrong with merit pay is it can be so subjective -who's making the call on this, are they sane, do they know their job, let alone what you do? Senority can be farce - a person could be around for 100 years and still not know how to run a copy machine. However it is done who decides has to be be at least not crazy and care to try to be fair - good luck. +5
I think it should be based on merit because you should get paid for what you do at the job, not just because you have been there the longest.
