Generally the minimum raise player C could make is $40 (doubling player A) making the total $80.
But what happens because player B went all in for only $16 more ($56), not a full raise, and player C wants to cap the betting with a minimum raise, not go all in?
Is his minimum raise still $40 (completing what player B couldn't do) or is the minimum twice player B = $112
One poker dealer said the minimum raise is A, $40 plus B, $56 = $96.

If C's chipstack is less than B's raise, then C can't raise, he can only call. If C's chipstack is greater than B's, then he can re-raise all-in. The amount of the raise would be C's chipstack less B's raise plus player A's bet and would form a sidepot. I think.
