depends. a market researcher surveying market researchers will probably get a higher reply rate than if surveying others. is the survey sent to colleagues or strangers? folks in the same town or nation-wide? does the surveyor use a stamp or a machine generated postage meter? is the survey recipient's address hand written, typed, or on a label? does the survey include a $1 advance payment or not? is the survey sent out while people are busy shopping for christmas or taking summer vacations, or is it sent out when things are slow? i've seen response rates vary from 20% to 90%. manage it correctly.
