If plea bargaining resolves most cases then when does "beyond a reasonable doubt" ever get a voice/chance/test? How is that reasonable?

You're reading My Texas license was confiscated in Arkansas for a DWI. I refused the blood, breath and urine tests but I did take the field sobriety tests and of course I was arrested. I'm awaiting a hearing in Arkansas. Is my license suspended in Texas too?
