If this has been going on for quite some time, he most likely is not that interested in you. He also may be in a relationship. I look back and have met several men that flirted with me and seemed very interested in me and at the time I always wondered why they never asked me out, but looking back, they were most likely in a relationship. They wont tell you that, but they are. Move on, dont waste your emotions on him any longer. Let him wastes someone else's time!
