From what I see in the posted bill, it's actionable only if the prosecution can prove that you did it with intent to harm or defraud.
At its worst, it would target anyone who uses a pen name or nickname.
I am in nursing school and mention a child by first name to others in the same clinical setting by facebook, am I breaking the hippa law
