I look for CPU (type and speed), amount of RAM, size of the hard drive(s), the number/type(s) of optical drive(s) installed, and the video card type/model (or, if using on-board graphics, the chipset).
Right-clicking on "My Computer" and selecting "Properties" will get you the CPU type and speed, as well as how much RAM is installed and the device manager can tell you about the video card and drives, but SIW (System Information Wizard - http://www.gtopala.com/ ) can tell you that and SO much more.
Some people are also concerned about what software is installed, especially the operating system, but I tend to do a clean install and then load my own software, chucking whatever the PC came with.
However, since not all people are like me (in fact, most are not) it might be a good idea to mention what OS you have (likely some version of Windows) and maybe what other software is on there, at least teh major stuff like Office.
You need to list all the hardware specs, what software it will come with if any, if it will come with a monitor or not, how old it is etc
You find most of this stuff in device manager
