Hmmm interesting question. I would say that it would depend on your age, stage and purpose for learning. Do you want to learn for conversational purposes? for holidays? for business? Are you an adult or a child? Do you speak other languages other than your own? What type of learner are you? - do you work better from books or from dvd packages or in a class?
There are hundreds of books etc out there. Personally, I would go to a bookshop, and look through a range of books to see which one suits you - which one you would find easy to follow - and look at them to see if they are written for an individual learner or to be used in a class.
Do the same with dvd or cd packages - go to amazon and red the reviews of different materials. Go to your local college and ask the teachers there which they might recommend.
As languages are for communication, I think it might be best to have some kind of human interaction as you are learning - either through a class, or an online forum - but you need to have some people to talk with and communicate with, whether face to face or online.
Let me know how it goes!
