It evidently is Jerusalem. However, I learned in grade school it was Tel Aviv.
"On December 5, 1949, the State of Israel's first Prime Minister, David Ben-Gurion, proclaimed Jerusalem as Israel's capital and since then all branches of the Israeli government—legislative, judicial, and executive—have resided there, except for the Ministry of Defense which is located in Tel Aviv."
I learned at school that the capital of Israel is Jerusalem. :)
Countries maintain their embassies in Tel Aviv but that doesn't mean that it's the capital.

Aha - so we have a disagreement then! Interesting... That's what I thought; there is no definitive answer. But for something so culturally and politically binding, how can there be any place for equivocation?

I don't know since my answer is a quote from an article on Google.com.
Interesting, however, I have not found anything to date that contradicts that quote. And, I have not reason to disagree with anyone. No emotional involvement, just the facts.
