Because people with darker skin have more melanin, a pigment which helps to reduce UV radiation. Those races who come from hotter climates tend to have darker skin. Pale skinned people come from places where there is less sun, and if they had dark skin they would receive less vitamin D from sunlight. Their lighter skin lets in more solar radiation, and therefore they get more of the vitamin.
As I have said before, if you don't believe in evolution, you would have to think of some other explanation.
