The pcm (internally) grounds the lights when you turn them on with the switch. My geuss is that the groung for that light is not 'grounding'. I have run into this problem before with the park lights. Instead of replacing the pcm, I cheated and ran a seperate ground wire from the other side that was working, worked great and was a lot cheaper. Considering that the bulb is in fact ok, this will hopefully fix your problem.

I have had the same problem with my 2004 dodge ram 1500. I also ran a ground wire from the good headlight to the passenger h/l. This worked for about a day. I took it to the dealer. For a $100, they informed me that I would need a new power modulator ( fancy name for fusebox under the hood), and a new wire to that headlight with an estimated cost of $700. I believe the problem is in the dimmer switch. It cost $67. I will try to install it this weekend, and I will let you know if it works....
