The Uniform Code Council (UCC) assigns the first 5 digits of the number which is called the prefix or manufacturer's identification number. The manufacturer then chooses a 5 digit item or product number. Sometimes it reflects the model number of the item. Both of these numbers together make up the 10 digit UPC code. If you look at products made by the same manufacturer, like Coca-Cola, you will see that the first 5 digits are always the same for all coke products.
