Whos at fault? A motorist hits debris on motorway causing tyre to blow out. Motorist loses control for brief while trying to get car to the hard shoulder but doesnt hit anything but ends up on hardshoulder A lorry that swerved clips the car writing it off

    I doubt you'll be able to find the owner of the debris that caused you to swerve in the first place. But if you can, you can bring a law suit against them. A funny thing about insurance companies. The driver who hits you in the rear is at fault. They rationalize this on the fact that, you could have stopped or you could have avoided it by going around.
