Yes they are, as is liposuction, rhinoplasty, face surgery and skin lightening treatment - you name it. The cosmetic surgery industry is booming out there.
However, it is only halal/acceptable if the surgery is to counter immense emotional pain or grief, or to reverse damage from an accident. Simply having surgery to have "perfect" breasts is not allowed.

I betting the immense emotional pain or grief is the husband's. If one wife dies he can just get a new one.
Out in the desert while taking a stroll, a beautiful camel fell into a hole. Her owner is suing (for two fifty K). The hole diggers though are refusing to pay! Your thoughts?

Maybe not! Others may though! I was interested to see the correct answer so looked it up. Found the answer multiple times over on the first page of google! =)
