and on the same page, at the very bottom, it talks about federal regulation violations - and mentions only DUI!
From that could we infer that since it only mentions that only DUI under the federal code, that points will not be assigned for any other code violation?
Yes. this violation will appear on your home states computers as a traffic violation.
Your drivers license number and state are all thats needed for your violation to be known nationwide, thanks to computers.

Federal traffic citations appear on each states computer. my son received one on the Natchez Trace Federal Parkway and it was on his traffic record in Washington State.
