I don't know if he is the best or not but he definitely is up there with the best. As far as talent goes, you could argue that Geoff Tate, Bruce Dickinson, or a few others are just as talented, but I love Dio and when you throw in the fact he is something like 66 or 67, the power he still has in his voice is amazing.
Yes, he is a legend.
I don't know about the best, but definitely top 5 in my opinion.

Definately up there, but I know a guy whose voice I like better, and he's totally legit, too. Well, he's pretty much unknown, but if you heard him, all you would be able to say is "Whoa"
He is good however I think Bruce dickinson was better. Neither is too good anymore now that they are really old. I also like Joey Belladonna, James Hetfield, Rob Halford, Tim Owens.
although I am a huge fan, i cant say the BEST. The best, IMO, is Klaus Meine.

Lemmy was never a great technical singer, but his voice is among the most recognizable in music (sort of like Ozzy's, Alice Cooper, etc). He is also a terrific bass player. Motorhead are one of those bands that most true old school metal fans know about, but unfortunately have not had the commercial success they richly deserve in the United States. Lemmy is one of the great personalities in hard rock and metal and a definite legend. Some of Motorhead's albums are unbelievably good. His voice hasn't changed much through the years, so he basically sounds the same as he did in the 70's and that is a tribute to his talent.
