Madoff isn't a creature of capitalism or free enterprise: he's a product of the human sin nature.
I should point out that government regulation does not ensure against the Madoffs of this world: as long as regulators can be bought off or intimidated (directly, or indirectly through their higher-ups), so long as lobbyists get legislation drafted to further enrich the big-boys by inflicting costs on smaller competitors that they can't afford, so long as politicians conspire to split issues with each other (e.g., Republicans promising big military and small government, and Democrats promising big government and small military - and together they deliver on half "giving" us big government and big military) in a bi-factional totalitarian entente, so long as deep pockets control the media, so long as all this is the case there will be Madoffs and Enrons and all the other products of the Corporatist State - only the more it is "regulated" the more corporatist it becomes so the less any of us plebeians will hear of the Madoffs and the like ... unless it suits those who control us.
First of all, the communist world defeated itself. Reagen only pushed over an already toppling empire.
Second, it wasn't the fall of communism that brought on deregulation and made greed into a virtue -- it was the continual right wing, Ayn Rand inspired propaganda heard on radio and believed by unthinking Americans that destroyed capitalism. We need capitalism, but it must be coupled with regulation.
I do not see how you make the link between Ronald Reagan and Bernie Madoff. What Madoff ran was a Ponzi scheme. Ponzi schemes have been going on, with and without there having been a name for them, for ages. So, people have exploited the greed and stupidity of others long before Ronald Reagan, during the presidency of Ronald Reagan, and long after Ronald Reagan's presidency or death, completely independently of Ronald Reagan being alive, in office, out of office, or dead.
Such schemes will end when people cease to be stupid, starting with yourself.
