If your name is on the lease, or the power bill, you can do whatever you want. I've done that to teach our son a lesson, he didn't like it, but it worked... then we agreed to buy him some really nice head phones to use...a happy ending for all !!! +5

Not if you own the house! I don't think there's any way it would be illegal anyway ... unless you had a rental agreement with them, and in the agreement, was a clause such as ... "LANDLORD agrees, during the term of the lease aforementioned, and any terms or extension thereof, to provide constant, and uninterupted electricity, air, heating, water and sewage to TENANT." With a clause like this, he could sue you for failure to perform and/or breach of contract :-) To combat this, just put your own clause in there... "TENANT hereby agrees to abide by all local laws, zoning ordinances and any homeowner association rules or regulations as they pertain to habitation in residence of LANDLORD." Check your local zoning laws ... I PROMISE you there is a 50-60DB noise limit in there somewhere in it!! Good Luck!
