It is probably cheaper to buy pencils without erasers. When they buy them in balk they can save money. They have to buy that way because most pencils are probably not returned

They are counting on never seeing those pencils again, so they buy small and cheap. I do think they should put pencil sharpeners in the golf carts, however.
