According to Emily Post's 1922 book on etiquette, table runners for a luncheon should be long enough to hang over the edge of the table on each end. Suzanne Von Drachenfels' book "The Art of the Table" states that they should hang about 15 inches over each end of the table.
On the Other: Consider the Aesthetics
Even Drachenfels admits that table runners are used in many different ways today. When deciding on the length of a table runner, consider how it will be used and how it will look on your table. If your table is high, you may need a longer overhang to balance the height. A shorter table would need less overhang.
Bottom Line
There is no strict rule for determining table runner length, but the general consensus is that a table runner should hang between 12 and 15 inches over each end of the table.
