It depends how big a flash drive you buy and more importantly if you buy flash drives that have not been "masked".
Whichever size you buy you're never going to get access to 100% of it because a small proportion is always used for the File Allocation Table - its the same with the hard drive in your PC - if you buy a PC with a 500GB HDD then some of it will be set aside for the FAT (which is a bit like a directory listing of what is stored where on your HDD) - same applies on the flash drive.
Where you can get caught out is buying say a 1GB flash drive that has been made using a Grade B chip with say only 600MB of usable storage - this is a "masked" flash drive and if you have one you'll have been scammed.
