Clarification to last question: why can't a half rest be used in 3/4 time with one quarter note instead of two quarter rests and one quarter note?

    I would say it is mainly easier to read; it helps to count that way you know exactly where the third beat is.

    It's just a convention that preserves symmetry in the bar and probably makes the music slightly easier to read.
