I would never downrate a question, I would just flag it as offensive or spam.

I just downrated one before answering this one. I do that extremely rarely, and in this case I felt that the Q wasn't really a Q, but an offensive comment meant to stir up dissention. I answered the Q and told the AB member exactly why i downrated her. +5

No I cannot.

I have been here 3 years next month and have yet to find a good reason to Downrate. I do not believe in it.

If I disagree with something I leave a comment and move on or I just ignore it.

I'm fairly new here and while I have given out points, I'm reluctant to downrate anyone. When do you, personally, downrate someone? I assume for not answering the question would be a fair reason to take points away, but not for an answer we disagree with?
