You need OCR software (Optical Character Recognition). Basically, you scan the document into the computer, the software churns through it and turns it into an editable document, with a bunch of errors because these things are difficult to do and the software isn't as smart as we would like.
If you buy a scanner or multifunction printer that does scanning, this kind of software almost always comes with it. There may also be services on the web which will let you fax the pages to them and get the conversion done online (try googling FAX to OCR).

OCR is your friend!
Just be sure to proof-read. OCR is not perfect. One of the more common errors is confusing "d" and "cl".
