Can somebody, please, explain to me this construction...? "There is no liberty, if the judiciary power BE NOT SEPARATED from the legislative and executive. (2009-11-11)

    Replace "be not" with "isn't."
    Eliminating the double negative, we have "There is no liberty [unless] judicary power is separated from the legislative and executive."
