Any reform of this size is going to end up being thousands of pages by necessity. There are tons of existing laws and regulations that intersect, and each jot and tittle must be spelled out. Fail to do so, and Congress abdicates their Constitutional responsibility to write law, handing it over to the Executive to execute as they see fit.
But the real work of crafting a final bill will happen in the merger of the Senate and Hose versions. That's where Republicans could play a role should they chose to do so.

while i'm not optimistic that the republicans thru the senate - house conference will provide useful additions, you're right. it is now thru the senate and joint conferences in which something useful might be hammered out. let's pray so.
