Because it's funny. If all cartoons were created to have things effect each show, it wouldn't last. Like in The Simpson's, Homer has changed, lost weight and such, but is always the same in the next episode. South Park just wouldn't be South Park if Kenny stayed dead :P.

He doesn't anymore. He did for the first 5 or 6 seasons I think, but they stopped around the time the movie came out. He hasn't died for 7 seasons now I think.
