If the Bible were originally created as a means of conveying a set of laws for a society to function under, why can't some of its teachings be ruled out as obsolete or replaced/modified as society now does with modern law?

Your question contains a flaw - the original purpose of the Christian Bible is more multi-dimensional than what is set out in your question. Here is a good quote:

It has been said that the Torah (the first five books, written by Moses) lays the FOUNDATION for Christ. The Historical Books are the PREPARATION of Christ. The Poetic Books are the ASPIRATION for Christ. The Prophetic Books are the ANTICIPATION of Christ. The Gospels are the MANIFESTATION of Christ. Acts is the PROPAGATION of Christ. The Epistles are the INTERPRETATION of Christ. And Revelation is the CONSUMMATION of everything into Christ. The Bible shows us God's plan for man. It is quite condensed in the sense that EVERYTHING God wants us to know is contained in it concerning our relationship with Him.

    from http://www.bibletopics.com/BIBLESTUDY/17.htm

The Bible exists not only to direct us (the laws), but also to enlighten, guide, instruct and inspire us.

To answer your actual question, there are some communities within the Christian faith who do believe that some of the laws are obsolete because they form part of the Old Covenant which was replaced by the New Covenant that Christ established. The Roman Catholic Church is one of those communities. The tension generated by these diferent interpretations of 'which laws are we still required to follow?' has led to far too much animosity and conflict among Christians through the years. If you feel guided to follow the faith and want to find a community where your interpretation of this issue prevails, it is not hard to find one.

God gave us the Bible inorder to communicate with Him personally. It is not just a book of rules. There are laws that give us direction for order in our lives. If we listen to God and follow these laws our lives will be blessed and filled with joy. Jesus came to give us salvation through Him rather than through works. The old testament laws were the Jewish way to be closer to God and show Him honor. Today we follow the 10 commandment because we desire to not because we have to.

Because Bible is not made or originated by some human. That's the whole point of bible's messages to human kind, it's the word of truth, the word of God.

The reason that it can not be changed is because it is claimed to be the word of God and is therefore not falsifiable, in other words it is unchanging, regardless of the evidence. That is why I look to science for answers because science is falsifiable, meaning that knew knowledge allows it to change, and is therefore much more accurate than purported directives from any man claining to be revealing the words of any alleged God.

The Bible is considered the Living Bible because it is appropriate for all times. You can read a passage and get something meaningful to help your life, then 15 years later read the same passage and you get a completely different meaningful answer from it, because you are in a different place in your life.

Two people can read a passage and get help for their lives from it at the same time, even though they are in different places, needing different things at the same time they read it.

It is God's Word Breathed, it is real and the number one book in the world and has been for more years than I can count.

Great question, hope this helps your inquiry.
