Help answer this question below.
When I need to do stuff that I can't do in XnView (which is rare) I find GIMP to be quite good at what it does, but a little hard to use and definitely overkill for most of my imaging needs. Still, it is quite good.
If all I need to do is run a smoothing filter or adjust the balance (colour, lighting, gamma...) then I use XnView since using GIMP for that sort of thing is like swatting a fly with a sledgehammer.
Like I said, I haven't really used it much, but I'd say you could definately give it a try, especially since it's free to download. You should also try to find some online tutorials or even take a digital art class. Good luck!
It's not bad, I made my avatar with it.
IT IS O.K and i am happy with it.+4
I think very good, but maybe that is because it could do so much more than I'll (probably) ever ask it to do :) +2

I have managed to view a scanned image saved as a .tiff file - I now would like to upload the image to a webpage for my friends to see but am not sure how to do it. Will they need to download software such as 'infranview' in order to view the .tiff file?

How would I get an effect wherein the subject only of a black and white photo is in colour using The GIMP? Is it possible at all?
