Since Pluto is a dog I guess it's a gas giant.

The answer is most definitely neither, and anybody asking you to make one of those choices is posing a false dichotomy. It is a rocky planetoid. But if you mist choose one, since it is rocky like the terrestrials, and smaller than any of the real planets, it is closer to a terrestrial-style planet than a gas giant. But really, it and its moon are Kuiper Belt objects.
