You should be able to get some information and support from your project from Business Link http://www.businesslink.gov.uk the uk government has strategies in certain parts of the country to encourage people to start internet or technology based businesses so speak to your local gov. business advice service too.

If you don't have any database skills, I would heartily recommend some classes to get you up to speed. Even if someone else is creating your site for you, you'll need to manage the information. ie, the stock levels if its a shop, the customer information, etc. A database is just a collection of that information.

Check the references of your web designer. I know from my uni days that a swish site doesn't mean a professional designer. A lot of those swish sites out there are built by talented uni students looking to pay their way through their degree. There are pros and cons to this. On the pro side you are getting the youngest freshest ideas at low prices, on the con side their coding (the language used for making the site) may leave a bit to be desired and you may end up having to find someone else to solve the problems once the designer has left uni and gone on to do something else leaving you with no support. Either way, you need to see live sites they've already made and if possible talk to those site owners to see if they are satisfied. It's a product, like anything else and you need to satisfy yourself you are getting value for money.

Regardless of who you get your site done by you'll want to manage it yourself or understand how the management of it works. We can't control anything in a state of ignorance, so get that course under your belt, get the basic knowledge.
