Because we are preprogrammed to by our DNA. DNA wants to reproduce and it wants good breeding stock. Nice full breasts scream "good breeder" and "good nurser" to our instincts. Broad hips, good skin and hair, and curves in all the right places do the same. And it's the same reason women are naturally attracted to men with strong square jaws, broad shoulders, and athletic frames (and athletic confidence)... almost as much as they are naturally attracted to guys with money, power, and a hot car. All scream "good breeder/protector/provider" to your X chromozones.
Society and psychology then go to work exagerating those basic impulses, by heaping in a large dose of STATUS and self-esteem along with them: people naturally want to be someone who can get what most people want but can't, especially when others will see them with it: we may all know that someone who's physically a perfect 10 may not make a good spouse, but we also know they make one hell of an awesome prom date.

Because they are the most obvious sign that This Is A Woman. Yes, women are different Down There - but that is difficult to see. Yes, it is pretty mechanical. And sometimes I wish it were not so. I resent the fact that a young woman going past with a low-cut blouse will make be lose the thread of my conversation. There are whole anthropological/sociological works written on this. If you go back 25 000 years ago, you will see that the ideal of a woman was large breasts and big butt...this was because such a woman represented the ability to bear children and provide for her family. She was like the earth goddess, so they made statues of her.
Who knows that men are still not subconsciously looking for the mother of their children in women with generous figures?

I have no idea why some men are fanatical about the size of women's breasts. It's a visual fixation but it's the total package that gets a guy going. The gal has to have some class and can carry her "weight" so she doesn't appear as a slut. Humans, like the rest of the animal kingdom, respond to sexual stimuli. You may have noticed the human females have breasts that are always big and visible whereas other mammals have visible ones only when in heat or lactating. The human boob has evolved as a permanent sexual stimulator.
Women have evolved to hide their "in heat" days - unlike other mammals. Instead they advertise all the time that they are reproductively ready. It's a lot easier to get the guys to go hunting, to war, and to grab that heavy thing for you if he's hoping for some nookie after.

Ok, my 19year old live in boyfriend answered this for me when i asked him the same question about boobs and butts.
He answered "Because they move around. It's exciting to watch them move on their own and the bigger the better."
So while us women are worried about the size of our butt and if it's to big, men don't care. All they see are curves (which is something that men look for in a woman's figure, even if it's unintentional, curves catch a man's eye quick) PLUS the curves are bouncing around on their own. Think of it as an interactive activity for men. That may sound like instructions for a 5 year old but that's close to the way it is.
I wrote a whole article on how to understand a mans need for porn detailing why men are so visually stimulated (sexually) in comparison to women being more mentally stimulated sexually. Ehow.com took it down for some reason, but it was a very good article.
I called it the 4 B's, BIG BOUNCING BUTTS AND BOOBS.
As a woman, breasts are not much use to me and wearing a bra is a pain. For a man, the pain staking task of taking off a womans bra isn't really pain staking at all. It's more of an adventure for them, especially if he's never seen them or touched them before. I can see why breasts would be fun to play with. Men can do a lot of fun things with breasts and watching them bounce around during sex is very stimulating for them because it's VISUAL stimulation on top off everything else his body is feeling.
Then there is the whole biological reasoning for the fixation men have on breasts.
However ladies of all ages, don't blame the men for something that they can't help. Don't act like you don't look at a lean, muscular young man's body and think "WOW, OMG". Women do it too.
Women of all ages, who haven't taken the time to try and understand the opposite sex and their natural tendencies, call men perv's (or worse)for staring at their breast. We find it rude, insulting, embarrassing and annoying amongst other things. Then there are the women who have taken the time to figure men out and understand that it's ok for him to be staring. All he's really doing is saying "WOW, OMG what I could do with those, I wish she would jump up and down."
It may seem degrading to some women to know that their body is thought of in such a way by completely strange men everywhere. What women need to understand is that it's not the man's fault. He literally can't help it. It is what they are preprogrammed to look for in a woman. A woman's curves do for men what catnip does for cats. I'll say it again, THEY CAN'T HELP IT!
"yes they can, they know they are looking." Yeah they know about right after they realize they have been staring for more than 10seconds, mesmerized. By the time they realize they are staring it's to late. It's a lot like the "I'm ok" female automated response after your man/boyfriend has asked you what is wrong. (as a woman, i still hadn't figured out why we do that)
I know that the "4 B's" concept can be hard to understand as a women, but do you, as a women, expect men to understand why you cry all the time, or why you are so emotional? (if your answer is yes, then you need to stop expecting men to be female and read your mind) It's pretty much the same thing. You have to try and put yourself in the mans shoes, try to think of it from his perspective, positively. Men are not NEAR as complex as women therefore they aren't that hard to understand at all.
If none of this has helped, then try to think of it this way "wow, he's staring at my boobs. He must like what he see's". Take it as a compliment, cuz that's exactly what it is.
I don't know of a single guy that stares a woman's tit's just to make her feel less than what she is or is worth.

It is an enigma why, when a man sits in his swimmers, legs open, nobody really takes notice but, if a female does the same (and we all know what's under her bathers)a mans eyes cannot help but look. The "ideal" beauty has shifted so much over the ages that is completely and utterly pointless.
Way back when, men were not interested in breasts in the slightest. About as far back as the Roman Empire is how far back I'm willing to go on that statement. Definitely in the Greeks' time. In those times, breasts and butts were important to mates, but they didn't play with them.
The only reason men started finding breasts interesting in the slightest was the corsette/bra. It became less "nurturing, children, family" and more "you get to play with these things when we're in bed and you don't get to on usual occaisions." Most women who have children don't even breastfeed any more. The maternal value of breasts, at least from a 14-25 male standpoint, is completely lost and has been greatly deteriorated since the time in which breasts were thought of as nurturing things. Nonetheless, Older men aren't like this as much, but they aren't the ones we're talking about anyways

23Skidoo- Im sure that Qwerty was referring to the fact that the statues and poetry that you speak of were works of art and beauty, not thought of as play toys, LIKE Qwerty was saying. Also, here in America it IS a dying practice to breast feed anymore. Doctors beg patients to do it but the majority do not anymore. Whether its because they don't want to or because they can't doesn't matter. I think Qwerty was just trying to make the point that breasts never used to be the "play-toy" object of obsession that they are today.
