Severe grounding and a frank discussion about how booze is for grownups who have a reason to need a drink. Mention how since you're legally responsible for them, it's not only endangering themselves, but you too, and that's selfish.
If they're hungover, then an egg sandwich for breakfast and lots of chores. Puking while mowing the lawn really makes you sorry you got caught drinking, trust me. It did more than being grounded ever could.
Well they are 17... id probably punish them not so badly. they are mature enough to see that drinking is an idiotic thing to do at such a young age, and punishing them wont make to much of a difference. Besides, kids nowadays would rather rebel then listen to people more intellgent than them.
He/she is a minor in your care, make sure he/she knows that YOU make the rules. No more parties until they can show you that they are responsible.

Do they have a cell phone or car? Take them away for a week or two. That'll hurt.
If parenting were easy/all kids turned out great there'd be no need for child psychologists or folks to blame when you screw up, right?
