It means that the effects from the drug are not immediate after swallowing. Often, a drug maker will make the drug in many small pin head sized dots, then coat them with varying thicknesses of a neutral substance that takes time to dissolve, then gather them all together into a single pill. When swallowed, the pill will quickly separate into the many small dots, but the dots will take more time before their coatings are dissolved and the actual active drug gets distributed throughout the blood stream.
