This guy i have been seeing on and off,nothing serious has lately taken to leaning in and kissing me on the lips everytime he says goodbye.do you think his feelings are changing?

Well, He probably thinks since you two are "seeing" each other the feeling is mutual. If you dont like him enough to get in a relationship, maybe he thinks you do.
As in his feelings are changing, hes probably just growing more fond of you. So I'd say, yes.
