Well, I'm under the impression that the unemployment rate is almost always understated, so it's hard to say exactly. But I know I wouldn't be surprised if it's always above 10%. The problem is there are no generally analyzed or agreed upon way to figure it out over the years. This year they may include "discouraged" workers and the next they may not. +3

My guess is that it's usually understated as to not deter the employed from quitting their job. For instance, if the "real" rate of unemployment was closer to 50%, do you think that would have an effect on the remaining 50% employed?
I think in the early 80s, dont know for sure:)
