It depends on what version you have.
In CS4 you can use this method. Make a new layer. Go to the the color panels on the left. Choose the top panel. Select the color you want to use. Now go to brushes. Choose a diameter that will work for the image size (you can always zoom in on the image so it's easier to work with) Make the hardness 100%. Now color over the eyes. When you are done select the layers panel. In cs4 press f7. with the very top layer selected (the colored eyes) go through the blending options until you find the one that you want. I used Soft Light because it looked the most natural. Flatten the image.
