She may have not felt ready to be a mother & felt some resentment towards the pups. OR she knew that they were ill & she took care of it. Dog psychology is hard but those are the 2 most common things I've seen.

Two reasons come to mind. One, she is too young ( between the ages of one and three). Two, she is insecure in her surroundings. If the dog is older than three, try making a space for her somewhere in the house where there isn't a lot of traffic. The space should be quiet and cozy. My wife had a dog who had her puppies in a hallway closet.
