While there's no unified expert recommendation for how often you should clean off your car's headlights, a quick wipe-off once a month--or as you notice the light output dimming--is usually all it takes to keep your headlights working well. If you don't drive in dirty, muddy conditions much, and don't travel on the highway frequently, you might even be able to get away with less.
On the Other: A Safety Issue
Your headlights are an important part of your vehicle's safety system; they're all that lets you see oncoming traffic, and be seen, in the dark of night. Why wait until there's a problem--decreased output from the headlights because of bug or dirt buildup--before taking steps to prevent it? A quick wipe of the headlights every time you fill up the car should keep a problem from even developing.
Bottom Line
You should definitely clean your headlights immediately if you notice that their efficiency is reduced. Otherwise, it's purely left to personal preference whether you'd like to make headlight-cleaning a regular maintenance chore, or simply do it as needed.
