ActiveX controls can be dangerous because you don't know exactly what the control will do or allow. The security model of ActiveX is based on user intelligence and has the obvious flaw that many users don't judge very well what is safe for their computer.
On the Other: The Problems Are Limited
ActiveX is not a program but a set of controls. You are not downloading anything. ActiveX controls need to be signed, and your browser can authenticate them. Windows provides security support for ActiveX. ActiveX controls help you view web pages better.
Bottom Line
ActiveX can be used to maliciously affect your computer and cause viruses and such to be installed. It is probably safe to use ActiveX controls on websites of companies that are very large or that you trust, such as Microsoft. For smaller sites, you're probably better off sacrificing quality viewing for security.
