Two-stroke motors, like the 15-horsepower Evinrude, require premixing two-cycle oil with gas. Evinrude recommends for motors manufactured after 1964 using a 50:1 ratio of gasoline to oil, with the exception of racing motors and breaking-in new engines, which requires a 25:1 ratio.
