I wouldn't know. I believe a good number of the moderators are volunteers. Sometimes, it seems, they may be asleep on the job, and there are many times it seems they have a brand-new one who doesn't know that one of the "rules" is to try to move anything not "weird" INTO the bag. I know others have run across the problem from OTB, too.
See my profile, Both the "Outside the Bag Subcats" section and then search for "Moderating "Wrong Category" (My thoughts)."
i have ran into this twice yesterday. i wish i knew :-(

I have not come across it Suby but I am sure it is because some people on the Staff could truthfully care less if something has a correct category.
If things are dumped in Outside the Bag or Sillyville that is good enough it does not matter if they have real categories which are more suitable.
I don't know. +4

Are all postings that were flagged and removed stored away somewhere forever? Do these postings ever get permanently deleted?

You're reading Why is it that moderation flags shifting questions from 'Outside the Bag' to an appropriate/acceptable category 'inside the bag' are being rejected for reason - 'Appropriate in current category.'?
Comments
I have read that and the pages on the moderation guideline in your website. The 17 rejected flags of mine were really on pure 'Outside the Bag' questions flagged to proper categories.
Lets see how long they will take to act on my appeals.

Big Daddy, I have sent you a mail. Please look into the matter.
