There already are. There is an annual competion for it. Just google autonomous automobile. The cars are getting better every year. Kinda scary. The Matrix is coming.

Not in the near future - or at least not in most places. There may be a few places - probably starting with Tokyo - which may get stuff like that, but for most other places you'll have to drive yourself. Of course most people will prefer to drive themselves anyway.
