It would make it a hell of a lot more interesting. Take a bunch of tiny guys and fill them full of moonshine, toss them on a horse and open the gate. The one that still has a rider at the end wins. +4

But I have seen people frequenting the bars in the race courses between the races.
I have never seen anything like what is described in the link you provided.
